In response to these alarming contexts, the Rome-based United Nations agencies (RBAs), which include the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and the International Fund for Agricultural Development (IFAD), with the support of the Government of Canada, are implementing a programme to strengthen livelihood resilience in the contexts of protracted crises in DRC, Niger and Somalia. This 5-year programme, from March 2017 to December 2021, seeks to support interventions in the areas of resilience, livelihoods, food security, nutrition, and sustainable agriculture. It thus contributes to sustainably improving food security and building the resilience to shocks and stressors of men, women, boys and girls, and members of food insecure households in these regions affected by protracted and recurrent crises.

Sampling
In the Democratic Republic of the Congo, the programme was implemented in two health zones in Rutshuru territory (Rutshuru and Rwanguba health zones) in North Kivu province. Households in the health zones of Kirotshe, Masisi, and Mweso in Masisi territory serve as the comparison group in the programme impact evaluation. Between July-August 2017, baseline survey data is collected from 1724 households, 1186 in Rutshuru territory and 538 in Masisi territory to establish the baseline situation in relation to the desired changes and baseline values of the programme indicators. To assess the impact of the programme on beneficiaries after at least two years of implementation of activities, the second phase of data collection was carried out in 2019 over the same period and among the same households as the baseline survey.

Micro datasets disseminated by FAO shall only be allowed for research and statistical purposes. Any user which requests access working for a commercial company will not be granted access to any micro dataset regardless of their specified purpose. Users requesting access to any datasets must agree to the following minimal conditions:
- The micro dataset will only be used for statistical and/or research purposes;
- Any results derived from the micro dataset will be used solely for reporting aggregated information, and not for any specific individual entities or data subjects;
- The users shall not take any action with the purpose of identifying any individual entity (i.e. person, household, enterprise, etc.) in the micro dataset(s). If such a disclosure is made inadvertently, no use will be made of the information, and it will be reported immediately to FAO;
- The micro dataset cannot be re-disseminated by users or shared with anyone other than the individuals that are granted access to the micro dataset by FAO.
