The Census of Public and Semi Government Sector Employment conducted in 2002 is the Sixth in the series of such censuses by the Department of Census and Statistics since 1980. Previous five censuses were conducted in 1980, 1985, 1990, 1994 and 1998 respectively. Three censuses administered before 1980 were limited only to Public Sector Employment and were conducted by the Ministry of Public Administration in the years 1968, 1972 and 1976.
The Census of Public and Semi - Government Sector Employment 2002 was taken as at 01st July 2002 and was a postal inquiry where information was canvassed through a questionnaire filled personally by each employee.
The objective of this Census was to obtain information from persons who are employed in Public and Semi - Government Sectors on a reference date. The public sector comprises of (a) all the Ministries, Departments and Institutions coming under the Central Government (b) Ministries and Institutions coming under the Provincial Councils. Corporations, Boards, Authorities, State Banks and Public Private Companies are covered in the Semi - Government Sector.

As an initial step, the census frame was prepared in January 2002 by using the payroll of the respective institutions. A coordinating officer was appointed to each of the Ministries under the Central Government as well as under the Provincial Councils to monitor the Census work and to liaise with the Department of Census and Statistics. The responsibility of the Co-ordinating officer was to distribute the schedules among all the employees, recall the duly completed schedules and return them to the Department of Census & Statistics on time.

The data were entered in more than 15 microcomputers using the specially prepared software in IMPS. The data were entered in the computer lab of the DCS, with 25 staff trained prior to data processing. In order to ensure quality control, the consistency checks & the range edit checks were done using Dbase software..The SPSS-version 13 statistical package was used for data tabulation and analysis.

The data and other materials will not be redistributed or sold to other individuals, institutions, or organizations without the written agreement.

No attempt will be made to re-identify respondents, and no use will be made of the identity of any person or establishment discovered inadvertently.
No attempt will be made to produce links among datasets provided by the Department or among data from the Department and other datasets that could identify individuals or organizations.
Any books, articles, conference papers, theses, dissertations, reports, or other publications that employ data obtained from the Department will cite the source of data in accordance with the Citation Requirement provided with each dataset.
An electronic copy of all reports and publications based on the requested data will be sent to the Department
The following rules apply to micro data released by the Department of Census and Statistics.
• Only the requests of Government Institutions, Recognized Universities, Students, and selected international agencies are entertained. However, the Data users are required to strictly adhere to
the terms stipulated in the agreement form.
• All the data requests should be made to Director General (DG) of the DCS as the sole authority of releasing data is vested with the DG, DCS. DCS of Sri Lanka reserves sole right to approve or reject any data request made depending on the confidential nature of the data set and intended purpose of the study or analysis.
• Requests for micro data should be made through the agreement form designed by DCS for this purpose (Form D.R.1). The agreement form should be filled in triplicate and the Study/project proposal should accompany the filled agreement form. If requests are made for the micro data of more than one survey, a separate agreement should be signed.
