    Series Information

    The Eastern DRC High Frequency Phone Survey 2025 follows a panel sample of 2000 representative households from the ECVM 2024 household living conditions survey for a period of six months to assess the impact of the security situation on their living conditions.

    Abstract

    The Institute of National Statistics of DRC with the technical and financial support of the World Bank, conducted the Survey on Household Living Conditions (ECVM DRC 2024). The implementation of this survey was carried out using satellite images to constitute the sampling frame. This survey covered a sample of 23,5040 households divided into 960 enumeration zones within 26 provinces across the country.

    In late January 2025, the security crisis in the DRC took a dramatic turn, when in its eastern part (the two provinces on North and South Kivus), the M23 rebellion took over the capital cities. Several questions were raised, including the socio-economic impact of the war on the well-being of the population. During these times of socio-economic upheaval, households are often impacted in terms of deterioration of living conditions. It is therefore important to assess the impacts that households experienced during this crisis by setting up a collection system via telephone. This is an innovative survey that is perfectly in line with the requirements related to a better monitoring/evaluation system for development programs initiated by the authorities. To this end, Eastern DRC High Frequency Phone Survey 2025 follows a panel sample of 2000 representative households from the ECVM 2024 household living conditions survey for a period of six months to assess the impact of the security situation on their living conditions

    Geographic covergage is limited to the 7 provinces in Eastern DRC: North Kivu (27%), South Kivu (21%), Ituri (18%), Haut-Uele (10%), Tshopo (9%), Maniema (8%), Tanganyika (7%).

    The survey covered only households of the 2024 ECVM survey (households with phone numbers).

    Sampling

    Sampling Procedure

    Sampling frame was the 2024 Household Budget Survey: A face-to-face survey conducted across the DRC, which collected phone numbers of sampled households.Sample (2000 households) consists of North Kivu (27%), South Kivu (21%), Ituri (18%), Haut-Uele (10%), Tshopo (9%), Maniema (8%), and Tanganyika (7%). The Second round of panel is 1000 households.

    Weighting

    The weight already available in the 2024 ECVM survey were not adjusted to take into account selection bias.

    Questionnaires

    All the interview materials were translated in french and local languages. The questionnaire was administered by Dalberg in french and local languages with about varying length (30-35 minutes) and covered the following topics:

    Supervision

    The collection and supervision was ensured by Dalberg.

    Data Collection Notes

    The World Bank provided the database containing the phone numbers. Dalberg conducted the phone call with replacement until the target number of households was met.

    At the end of data collection, the raw dateset was cleaned by Dalberg. This included formatting, and correcting results based on monitoring issues, enumerator feedback and survey changes.

    Before being granted access to the dataset, all users have to formally agree:

    • To make no copies of any files or portions of files to which s/he is granted access except those authorized by the data depositor.
    • Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified on public use data files.
    • To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately brought to the attention of the data depositor.
