In practice, their productive activities are bound to generate either surpluses or deficits but the units that establish, control or finance them cannot appropriate surpluses. If the enterprise under survey satisfies the above-mentioned definition, then entry in this item will be '1'. Otherwise the entry in this item will be '2'.
