    The Lagos Household Survey 2006, also reffered to as service delivery assesment survey, was the first Baseline Survey under the World Bank assisted Lagos Metropolitan Development and Governance Projects (LMDGP) which started a year earlier in 2005.

    The household survey was a key component of the Baseline Projects which also consisted of five major economic surveys.

    Abstract

    The Lagos Household Survey 2006, also reffered to as service delivery assesment survey, was the first Baseline Survey under the World Bank assisted Lagos Metropolitan Development and Governance Projects (LMDGP) which started a year earlier in 2005. The household survey was a key component of the Baseline Projects which also consisted of five major economic surveys.

    The survey's objectives was to provide reliable data on a timely basis for monitoring changes in the welfare status by local government areas in the State, provides estimates at local government level , assess the social and economic situation in the State and provides relevant data required to monitor growth and development in the state ,as well as building the socio-economic database.

    Sampling

    Sampling Procedure

    A sample of 6000 respondents were selected using a combination of probability proportional to size and equal size sample i.e (mix Design) in appreciation of the spread and peculiarities of the state inhabitants and landscapes.

    The entire twenty (20) Local government Areas (LGAs) in the state was divided into two Zones: ( North comprising 9 LGAs and South having 11 LGAs) with sample size of 3052 respondents and 2948 rspondents respectively.

    The first level of stratification comprised the Local Government Areas, with each of them divided into Political Wards (between 10 and 25).
    These wards formed the second level of stratification.

    Questionnaires

    The Questionaire was made up of fifteen (15) modules namely,

    The questionaire was published in English language and was based on the generic one prepared by the world bank but modified to suit the Nigeria/ Lagos state environment. The head of the household was the key respondent in the households , individual members and community level information are included in the instrument.

    Supervision

    Senior management teams of the two consulting outfits provided overall fieldwork coordination and supervision. The Office of Statistics too was on the field to stricktly monitor the field excercise for compliance and logistic assistance. GPS capture to determine the GIS information of the respondents location were also carried out by the supervisors in addition to field editing of the survey instrument on palmtop for effective performance. The directors In the Office office of Statistics also visited the fieldm on periodic basis during the excercise.

    The supervisor is also responsible for the uploading of the completed questionaires into the designated laptop

    Each interviewer covered average of 3 households per day, thus each team could complete 75 households (i.e. one zone) per day. An interviewer therefore covered a maximum of 18 households per week, assuming 6 effective working days per week. Hence the sample size of 6000 households were covered within 4 weeks.

    Data Collection Notes

    The Field trainning on the use of palm top PC loaded questionaire and pre-test for the survey took place from June 12, 2005 - June 17, 2005 and included 10 supervisors and 50 interviewers for the main survey. Also in attendance were 10 staff from office of statistics. The World Bank officials on IT Messrs. Pim Kimenta and Virgine Boucard were on ground to take the fieldworkers through.

    Each consulting firm provided 5 supervisors and 25 interviewers and each interviewing team comprised of 5 interviewers ( male of female) together with a field editor who also doubled as the supervisor. The supervisors were specially trainned tn the use of Global Positioning System (GPS) to capture Data collection took place over a period of about 4 weeks from July 6, 2005 until September 2nd , 2005.

    Interviewing took place everyday throughout the fieldwork period, although interviewing teams were permitted to take one day off per week. Interviews averaged 50 minutes for the household questionnaire and were conducted primarily in English and translated to pidgin English as well as Yoruba native language by interviewer.

    The Perseus Software Solution 6 Software which was used to upload survey instruments into the palmtop had in built capacity to download the completed questionaire from the palmtop into the designated laptop for the survey throgh microsoft active synching.

    No data entry involved. however the downloaded dataset are then edited for cleaning and quality checks.

    The data set wasc later transfered/exported to SPSS for more robust analysis.

    No attempt should be made to re-identify respondents, and no use should be made of the identity of any person or establishment discovered inadvertently. Any such discovery would immediately be reported to the Central Office of Statistics
