Definition
Se divide al país en cuatro grandes áreas. Una de estas áreas esta constituida por Montevideo, mientras que el resto del país conforma las otras tres áreas.
Por su parte el interior del país, es dividido en interior rural e interior urbano y éste último a su vez es dividido en localidades de 5000 o más habitantes y en localidades con menos de 5000 habitantes.
De esta forma las cuatro grandes áreas son:
- Montevideo,
- Interior urbano para localidades con 5000 o más habitantes,
- Interior urbano para localidades con menos de 5000 habitantes,
- Interior rural.
