Disini ingin dilihat kemungkinan penyimpangan dalam pelaksanaan BLT., mengapa tidak tepat sasaran, siapa yang menyebabkan ketidaktepatan sasaran tersebut,apakah ada biaya yang harus dikeluarkan oleh responden untuk mendapatkan kartu BLT, kalau ada berapa besarnya biaya dan kepada siapa dibayarkan.
