    Indonesia Population Census 2010 (SP2010 / PHC 2010) is the sixth population census conducted since Indonesia's independence. Population Census(SP/ PHC) in Indonesia was first implemented at the time of British rule under Thomas Stamford Raffles. At that time, the census is conducted only covers the island of Java alone. Furthermore, during the reigns of the Dutch East Indies colonial population data collection ever undertaken in 1920 but is still limited on the island of Java. For the first time SP/ PHC covering the entire territory of Indonesia conducted in 1930. After independence, the Republic of Indonesia has implemented SP/ PHC as much as five times that in 1961, 1971, 1980, 1990, and 2000. Population Census in Indonesia carried out every ten years and since 1980 the implementation done in the year ending in zero. Implementation of SP conducted in all parts of Indonesia to the smallest administrative level, so that it can be a complete source of population data. SP/ PHC data updated every five years through the Inter-Census Population Survey (SUPAS).

    The benefits of SP2010 is to obtain basic demographic and housing information needed for materials development and evaluation for population development planning, social, economic, and welfare of the people of Indonesia in the future.

    SP 2010 / PHC 2010 includes variables wider than the previous Census. Some new questions was raised to explore the important information about maternal mortality, disability, literacy, ability to speak Indonesian, housing information such as electricity, drinking water, sanitation, type of flooring, access to telephone and internet communications.

    Abstract

    A Population Census encompasses the entire process of collecting, processing, compiling, and publishing demographic, economic and social data pertaining to all residents in a country or a region at a specified time. A Population Census in Indonesia is usually referred to as population enumeration, that is, the collecting of data/information for all residents who live in the territorial area of Indonesia. Data collected, among others, are: name, age, sex, education, religion, citizenship, occupation, and birth place. The result is the total number of residents with their characteristics, which are very useful in planning, monitoring, and assessing the development programs. The 2010PC will provide information on the actual conditions of the population, their housing conditions, education and details of the labor force at the lowest administrative level.

    Since Indonesia's independence, five population censuses have been conducted, that is, in 1961, 1971, 1980, 1990, and 2000. The 2010 Population Census (SP2010) will be the sixth population census. SP2010 is an enormous activity that consists of interrelated stages of activities beginning with planning, preparation, data collection, data processing and dissemination, and data analysis. Activities for SP2010 began in 2007 and should be completed by 2013. The series of SP2010 activities began with the collection of village potential data (PODES), followed by the mapping of administrative areas and census blocks, a census test and other activities related to the preparation of SP2010. A pilot census was conducted in 2009 to test the quality, validity, and ease of use of all instruments, procedures and systems that will be used in SP2010. The peak of activity for SP2010 will be in May 2010 when the building and household registration will be implemented and the household and complete enumeration of all residents will take place.

    The scope of the 2010 Indonesia Population Census includes:

    • Collecting and presenting baseline population to the smallest administrative area.
    • Establish a Master Sample Frame (KSI) for the benefit of other surveys conducted by household approach.
    • Estimating various demographic parameters specific to the administration area.
    • Collect demographic information that can be used / utilized for the preparation of the data base population.

    Universe

    The Population Census (SP 2010 / PHC 2010) covers all Indonesian (WNI) as well as foreign (WNA) population who reside in the territorial area of Indonesia, regardless of whether the person has permanent residence or not; those who do not have a permanent residence include homeless, refugees, crews of Indonesian ships, those living in inaccessible areas, and those living on boats or houseboats. Members of the diplomatic corps of other countries and their families will not be covered in SP2010 even though they reside in the territorial area of Indonesia. On the other hand, members of the diplomatic corps of Indonesia and their families who reside abroad will be covered in SP 2010.

    The 2010 Population Census questionnaire consists of 4 sections. The sections are i) Identification, ii) Individual Characteristics, iii) Mortality, and iv) Housing Unit Characteristics.

    Data Collection Notes

    The Indonesia 2010 census was conducted by Statistics Indonesia in May and June 2010 and counted 237.6 million people. Training for the census staff was carried out in multi stage ways. The first stage was aimed to train the national instructors by the master instructors. The second stage was aimed to train the regional instructors and field coordinators by the national instructors, and the third stage was the training of the team coordinators and enumerators by the regional instructors. The first stage was held by the head office, while the second and the third stages was carried out by the BPS Province or BPS Regency/Municipality Offices.
