Asks the opinion of the school/satellite school staff member on how many of
the classrooms are of poor quality.
Rooms of poor quality are rooms in permanent or semi-permanent buildings which have
been damaged or have been used over a long time and are now the structure is damaged.
(for example: the walls sinking, cracked, leaking roof, etc.) or fixtures are heavily
damaged and in need of major repairs, the value for use is only about 40%. Or all newly
buildings of a temporary structure with low duration of use
