If the person is a dependant and is covered by someone else's scheme, the answer is “Yes”.
The medical aid schemes should be currently operational. Moreover, survey officers are instructed to inform the respondents that these schemes can cover medical expenses partially or fully. It is also clarified that the 'Yes' category includes everyone covered by the medical scheme. That means a person is not obliged to be the principal member of the scheme to qualify.
