Enterprise Survey [en/oth]
The World Bank Water Survey of Vietnam surveyed 1,032 firms between May and December 2018 throughout Vietnam. The survey questionnaire is largely based on the World Bank Enterprise Surveys, however with an expanded focus on WSS service and quality added to specifically assess water sector challenges. The survey can be used to analyze the impact of water and energy sector constraints on firm performance within the country.

Scope
Respondents were asked questions on operations and firm performance over 2017. Survey respondents were randomly selected from 48 strata, constructed based upon three dimensions:
- region (Red River Delta, North and South Central Coast, South East, and Mekong River Delta) ;
- industrial classification (manufacturing of food products, all other manufacturing, construction, and services); and
- labor size (small (<20>100 employees)).
The sampling frame is based on the General Statistics Office’s (GSO) Enterprise Census 2017- the most recent source of information on enterprises in Vietnam. A total of 270,499 firms in these four industries exist in the GSO census, comprising the total sampling frame. Firms were randomly selected from this population until the target sample size for each stratum was reached. Firms which refused to participate in the survey or were unreachable were replaced by random draw.
Coverage
Firms were sampled throughout 4 regions: Red River Delta, North and South Central Coast, South East, and Mekong River Delta. Of these four regions, 18 provinces were selected. These included Hà N?i, B?c Ninh, H?i Phòng (Red River Delta); Thanh Hóa, Ngh? An, Ðà N?ng, Qu?ng Nam, Bình Ð?nh, Khánh Hòa (North and South Central Coast); Bình Duong, Ð?ng Nai, H? Chí Minh (South East); Long An, Ti?n Giang, An Giang, Kiên Giang, C?n Tho, Cà Mau (Mekong River Delta).

Sampling
The sampling design of the survey is characterized by the following characteristics:
- Sampling frame is based on GSO's Enterprise Census 2017
- The survey covers enterprises in 18 provinces including: Hà N?i, B?c Ninh, H?i Phòng (Red River Delta); Thanh Hóa, Ngh? An, Ðà N?ng, Qu?ng Nam, Bình Ð?nh, Khánh Hòa (North and South Central Coast); Bình Duong, Ð?ng Nai, H? Chí Minh (South East); Long An, Ti?n Giang, An Giang, Kiên Giang, C?n Tho, Cà Mau (Mekong River Delta).
- Stratification is based on 3 dimensions:
a. Region: Red River Delta, North and South Central Coast, South East and Mekong River Delta
b. Main industry: Manufacturing of food products, All other manufacturing, Construction, and Services
c. Labor size: Small (<= 19 employees); Medium (between 20 and 99 employees); Large (100 and above employees) - In each stratum, enterprises are chosen using a simple random process
Based on the sampling frame, sample drawings are implemented by randomly selecting enterprises independently in each stratum. Enterprises are sorted by a random number (generated with a seed) and keep the order of rankings. Interviews are prioritized on the enterprises with smallest orders.
1,032 enterprises were survived, 32 more than originally intended. Target sample sizes were reached in all 48 strata, with a surplus occurring in 22 strata.
Weights have been generated based on the sample and population described in the sampling procedure.

An interview is conducted by the following process:
- A survey assistant team working in the contractor's back office searched for contact information (telephone and address) of selected enterprises
- Administering the Screener questionnaire: Eligibility of a selected enterprise is investigated via the administering of the Screener questionnaire. There are two main mechanisms for doing so, as follows:
a. A caller team working in the contractor's back office called the numbers and went through the Screener questionnaire.
b. Interviewers from the local provinces were deployed to look for the selected enterprises who couldn’t be found by the assistant team. If they found an enterprise, they would use the Screener form to administer the questionnaire and made the enterprise available for the main survey questionnaire. - An interviewer would schedule a specific time with the eligible enterprises who had agreed to be interviewed and conducted the interview accordingly.
- Subsequent following ups would be carried out to obtain data that were not available on the previous interview occasions.
