Abstract | In the continuous move towards prosperity of nations, have also emerged as the most difficult human development, the most alarming indicators and meet more complex needs, ironically this situation remains in a world where material and intellectual resources are now more present to achieve expected level of human development and decent work for all. This is one of the issues that are generating greater commitment and interest in their respective nations and regions, for both Colombia Risaralda department have made continuous accompaniments UNDP, UN, DANE, DNP, multiple ministries and dependent studies of local authorities, departmental projects, development plans and universities to be cited in this paper, taking into account the welfare and human development is not received as it deserves, if not met the purpose of attending hundreds of human needs with responsible and professional effort, 5 probably the best chance of meeting human needs for equitable and just like global effort is the initiative back to the Named Millennium Declaration. Under the coordination of the United Nations, the World Bank, the IMF and the OECD, have born the 8 Millennium Development Goals, was adopted on 8 September 2000 by the 189 member states of the United Nations. At that time, we identified targets aimed at combating poverty and hunger, reverse environmental degradation, improving education and health, and the promotion of gender equality, peace, security and disarmament, human rights, democracy and good governance and the strengthening of the United Nations, among other long list of needs. The objectives have a strong impact on the holistic view of the agreements derived at the world summits of the United Nations held in the 1990s and are part of the Millennium Declaration, in the past fifteen years are expected to make major breakthroughs in the field of development, thus fusing the efforts of each country to achieve achieve these 8 goals, which are now more present in the everyday environment. Colombia adopted by Social Conpes 91 of March 14, 2005 "The Colombia goals and strategies for achieving the Millennium Development Goals -2015", presented for each of the objectives, the specific goals that the country expects achieved in 2015 and the strategies needed to implement and strengthen their achievement. These goals were established, taking as the baseline year 1990 (according to what was stated in the Millennium Declaration). |
