Abstract
The problem of child labour is multifaceted. The author indicates that the nature and forms of child labour is closely linked to the trends in the labour market as well as the organisation of production in the different industries. Solutions to the problem, as argued by the author, have to be seen in the overall constitutional framework. All development schemes have to accordingly geared. While attempting to clarify the notion of various constitutional provisions, the author suggests, in particular, that administrative action through universal primary education for eliminating the problem of child labour is legally enforceable.
