Abstract | My interaction with workers in the field intensified with the commencement of the implementation of the Post-Literacy Project (PLP) and my appointment by GTZ as the project adviser. PLP is a technical co-operation endeavour between the Government of Kenya and the Government of the Federal Republic of Germany.The project addresses the problem of relapse into illiteracy, and the need for opportunities for continuing education and lifelong learning by over 3 million adults and out-of-school youths. It is being implemented in 15 districts at a time, where the gains made in the fight against illiteracy over the years are still being eroded by poverty.According to the 1999 Population and Housing Census in Kenya, 4.2 million people have never been to school. Added to this figure is some 3 million out-of-school youths.This means that initial literacy and post-literacy have got to be addressed in tandem. |
