Abstract
Although Romania starts its negotiations in order to fulfil the accession conditions to EU in 2007,
some aspects regarding policy reforms are highly neglected or postponed at infinitum, situation that could
seriously jeopardise not necessarily the chances to adhere, but Romania’s chances of narrowing the actual
gap. The housing sector - housing policy - is one of the most neglected sectors by both private market and
investors, and most important, by Central and Local Governments.
In order to understand the actual crisis in housing market1
in Romania we will stress out the roots of
actual situation as coming from communist past. Further we will stress out the housing crisis during the
transition period, the emergence of homeless phenomenon, the housing conditions, housing conditions and
legal framework (right to housing and agencies responsible with elaboration and implementation of housing
policy.
