Abstract
The main purpose of this study is to assess the implementation of the
Comprehensive Peace Agreement (CPA) in practical form. It is particularly
aimed at ascertaining the achievements and obstacles facing CPA from 2005
to 2007.
The method of analysis is descriptive and critical, the sources of data
that are mainly those of previous published notes and unpublished sources
(secondary sources) from UNMIS monthly reports; monthly magazine; and
daily news papers.
The findings of the study reveal that most of the achievements on
Comprehensive Peace Agreement (CPA) revolve around what had been
achieved on power-sharing; wealth-sharing; Southern Kordofan and BlueNile
and security arrangements. Problems and difficulties that are facing
implementation include political challenges, North-South boundary; Abyei
boundaries, electoral law; National Census; NCP and SPLM partnership;
National Civil Service reform commission; fiscal transparency in transfer
from centre to the states; insecurity in the South; inclusiveness and support
in the North; donor countries and Darfur.
The study recommended the importance of building confidence
among political forces; finding solution for Abyei protocol; encouraging the
donor countries to fulfill their promises for implementation of (CPA); urgent
deployment of forces; and demarcatation of North-South boundaries.
