Abstract | The current civil integration policy in Georgia needs the creation of appropriate legislative, political and practical conditions. Elaboration of the Concept of this policy should provide its consistency. The core idea of the Concept is that civil integration as a social process implies two elements: civic belonging and ethnic belonging. A balance of the two is of great importance to the policy of civil integration. The fundamental priority of human rights is considered as a basis for integration. This work consists of an introduction and three sections. The first section contains background information. The main statements of the proposed Concept and a terminology analysis is given in the second part. The third proposes practical recommendations for the implementation of the integration policy in various spheres. Abstracts from the Georgian legislation on minority issues can be found in Annex I. Materials on discrimination as a factor of the emigration activity of minorities, a comparative analysis of the migratory intentions of Georgians and of persons belonging to national minorities are presented in Annex II. Statistics on the linguistic issues and on religious life in Georgia are in Annex III. Institutional mechanisms concerning integration of the national minorities are presented in Annex IV. |
