Abstract
In recent years, developing countries have increased their spending on primarysecondary education to fulfill their commitments to provide quality education for all. Several countries have been disappointed in the results of their additional investments and have begun to investigate the reasons for the meager gains. An important tool in their investigations is a tool called the Public Expenditure Tracking Survey, or PETS.1
