Abstract
This paper examined the educational and empowerment programmes of the two
Federal Government of Nigeria established agencies; National Commission for Mass
Literacy, Adult and Non-formal Education and the National Directorate of Employment
towards making Nigeria a lifelong learning society. The paper also highlighted some
problems being encountered by the two agencies which serve as barriers to their
operations. Among the recommendations made include; community radio should be
established to further promote literacy, employment generation and life-long learning,
especially among rural dwellers and more programmes that will lay emphasis on basic
literacy development and employment generation should be created for quick
attainment of Education For All (EFA) goals and Millennium Development Goals (MDG)
by 2015.
