Abstract | Bhutan has steadily been opening up to the outside world and investing in human development, while preserving its core traditions. This has resulted in some striking improvements in people’s lives, though there are still many urgent tasks in health and education. The next stage in the country’s development can involve greater participation – allowing women and children to develop and express their views and thus become more active and discerning citizens. |
