The project demonstrated the impact of safeguards on imports of the cellular
telephony sector during 2015. The focus of the research was qualitative descriptiveexplanatory
type, taking into account the effect of the safeguards described in period
analyzed. The methods used were, at the theoretical level, analyzes were conducted and
information was synthesized: to clarify the theoretical and conceptual links that served as
support to the investigation, inductive-deductive: to collect and classify statistical
information, contrasted with sales industry and reach results, and systemic-structural: for the
preparation of the proposal in the analysis of external and internal variables, the interview as
technique was used to top executives of the selected companies, developing as dependent
variable Safeguards and the independent variable Trade electronic devices. The subject of the
proposal organized business strategies for companies importing electronic devices, which
will directly benefit companies with less sales capacity so far. One of the most important
conclusions was that in 2015, the industry of mobile electronic devices managed to limit the
import of products protecting and encouraging domestic production and export of goods,
recommending that the government or the COMEX should make closer ties with importers
and fabricators cell before implementing protectionist measures
