Abstract | This paper identifies elements for the possible creation of a Philippine version of unemployment insurance scheme. To outline an exploratory model for the Philippines, the study examined the experience of countries with established unemployment insurance programs such as South Korea, Thailand, Turkey, China, Vietnam, Taiwan and Algeria. The key features of unemployment insurance, namely: forms of benefits, eligibility period, contribution rate, application procedures, roles of government agencies and formulation of active labor market policies, were drawn out from such country experiences. The applicability of these key features in the Philippine setting was explored, and a feasible model was created. |
