This paper addresses the production of public policies for social housing (PPVS) in
Colombia, after the enactment of the Colombian Constitution of 1991. The overall
objective is to outline guidelines to promote the concerted production of such policies
among the different social actors, and the specific objectives are: 1) To identify the interests of the various social actors involved. 2) To identify and to evaluate the
mechanisms laid down in the current normative for the participation of social actors. 3) To
explain the alternative (non-formal or less-visible) ways in which social actors influence
the PPVS. 4) To propose ways to increase the participation of excluded social actors in
the creation of PPVS, while moderating the influence of the most powerful ones. From the
analysis of PPVS as a social system in which subsystems of different nature (shape,
structure, processes, and meaning) interact, possible interventions into each one were
identified, as well as the emergent probabilities of doing so.
