Abstract | The effective implementation of poverty alleviation programs depends on the effectiveness of the methods adopted to try and reach the recipients of such programs. Effective targeting is the first and a crucial step towards true poverty alleviation. Using the data collected from the baseline survey of the impact evaluation of the Second Northern Uganda Social Action Fund (NUSAF2), this thesis examines the effectiveness of Community Based Targeting in reaching the poorest sections of the region. Results indicate that there are low levels of ‘Errors of Exclusion’, and there is evidence indicating the presence of ‘Errors of Inclusion’. Further examination reveals that the error of inclusion may, in fact, be the result of people accurately classified as poor due to unconventional reasons. |
