Abstract | We study the effects of one-to-one assistance on the social inclusion of deeply disadvantaged informal workers, using a field experiment. We randomly assign one-to-one assistance to these workers in a voluntary payment market. And, within this treatment group, we randomly assign money to cover the cost of fulfilling the legal codes. We find that a worker that receives one-toone assistance is three times more likely to comply with the legal documents required by the government than a worker that does not received this support. Also, we find that a worker that receives both one-to-one assistance and cost coverage is four times more likely to comply with the legal requirements. Our findings show the importance of helping underprivileged population through the bureaucratic process to achieve legal working permits: a one-to-one help has a huge effect, which is increased when combined with monetary cost coverage of the legal requirements.
