Abstract
The theme of this research is “The National Special Education Policy oriented to the
Educational Inclusion in Angola: the Agenda”. This theme leads us to formulate the following
scientific problem: What explains the Agenda of the "National Policy Oriented to Special
Education for Educational Inclusion" in Angola?
To address the problem raised and having to support the analysis model “Multiple Streams of
John Kingdom”, it was outlined as a general objective the following: identify and describe the
relationships between authors in the process of transformation of the condition in problem, as
well as the alternatives of action and political conditions that led to the redefinition of the
National Education Policy in Angola. From the general objective lead to the following specific
objectives: Determine the essential factors for the rise / formulation of public policy in study;
describe the important aspects in terms of issues, existing alternatives and political
conditions that promoted the redefinition of the National Policy on Special Education in
Angola, to relate the political processes that determined the junction of flows.
