Abstract
Education is one of the most important aspects of economic development. Development of any country
measured through the literacy rate. Today evidently world is divided into two different categories of
developed nations and developing nations. The developed nations are highly pressurizing to the
developing nations to implement intellectual property rights. They are not in the position to implement it
strictly because they don’t have suitable intellectual environment for this purpose. According to
economic survey of Pakistan for 2010-11, Literacy rate of Pakistan is about 58%. In last decade the
increasing trend has been observed in literacy rate. The reason of upward trend is that, students are
provided low cost material for studies which they can easily afford. Because in developing countries like
Pakistan, people have low incomes and they are just carrying on their studies because of this
opportunity. This is the qualitative research and submitted in partial fulfillment of the requirement for
degree. The objective of this paper is to examine the impact of costly books on growth of higher
education. For this purpose, survey was conducted to collect the primary data from different universities
of Rawalpindi-Islamabad through structured questionnaire. Descriptive statistics was used for the
analysis while Validation technique was applied for data consolidation by using MS Excel. The research
concludes that almost 88% respondents are not willing to continue their studies if the cost of essential
books become expensive because their average incomes are not supportive to afford costly books of
foreign authors. So authors need attention of policy makers to adopt alternative ways for the stability of
growth of higher education, before this intellectual property rights would implement strictly in Pakistan
due to high pressure of developed nations under Berne Convention and the International Copyright Order
being a member of WTO
