Rwanda's recent history is dominated by the genocidal Civil War which was fought between 1990 and 1994. It wrought an estimated death toll equivalent to 20 per cent of the total population and left a significant deficit in Rwanda's human capital (MIFOTRA, 2007). Rwanda's natural resources are very limited and the nation is principally dependent on its human resources (MINEDUC, 2008c). Post-war human resource development (HRD) in Rwanda unfolds against a backdrop of human and institutional capacity-building initiatives, as private and public industries continue to be hamstrung by capacity and skills shortages (MIFOTRA, 2015). |
