The increase in wage inequality in Russia in the transition period has far exceeded the increase in wage dispersion in other European countries undergoing transition. We address to what extent wage arrears affect measures of wage inequality in Russia. We show that the majority of earnings inequality is driven by wage arrears. Counterfactual estimates of the effect of arrears suggest that earnings dispersion would be some 20 to 30 per cent lower in the absence of arrears.
