Abstract
In 2004, Rwanda’s Treatment and Research AIDS Centre (TRAC), an organisation within
the Ministry of Health (MoH), began the implementation of TRACnet with funding from
the US Centers for Disease Control and Prevention (CDC). An information technology
solution meant to accompany the scale-up of HIV/AIDS care and treatment that occurred
in Rwanda in 2003, TRACnet is meant to allow for the exchange of critical information
relating to HIV/AIDS in a more timely and efficient manner (Kanyange et al., 2006).
As at May 2007, 143 of the 148 health facilities providing ARV treatment in Rwanda
were connected to TRACnet (Johnson, 2007).
