Abstract
Several studies on land reform in Namibia have focused on analysing the country’s land reform programmes
with a focus on its general progress. Many of them have not assessed the issue of improving the National
Resettlement Programme from the perspective of acceleration. This study closes this gap. It is based on indepth
understanding of the land acquisition and resettlement processes in Namibia’s National Resettlement
Programme. The study explores the possible ways of speeding up the implementation of the National
Resettlement Programme without undermining its effectiveness and efficiency. It uses case-oriented
methods to draw conclusions and provide answers to critical research questions bothering on laxities in the
procedures of the National Resettlement Programme. The major outcome of the study is that it identifies
major causes for the slow implementation of the National Resettlement Programme. It also provides
recommendations for speeding up the process without compromising good governance principles.
