Abstract
The present research uses the focus of the Human Right to Water and Sanitation (HRWS) to analyze the
water and sanitation services and carry out a diagnosis in periurban areas, specifically the Metropolitan
Lima Area. Currently, there is an important gap between connected and unconnected users in this area,
especially difficult to attack due to poor urban planning and new population continuous arrival. A
conceptual proposal is developed which measures the service level for right holders depending on the five
HRWS criteria in the Limean periurban area. A qualitative research is carried out in the Collique zone, a
100.000 people young village in the Comas district from the Limean North Cone. Data for the conceptual
proposal is taken from participative workshops and detailed interviews which give information about the
reality and needs of the population. At the same time bilateral interviews with different actors allow the
comprehension of this sector and permit a viability pre-analysis for the presented proposal.
