Abstract
Following a suggestion made at the meeting of Expert Panel on 23rd September 2008,
MCSC proposed that a nation-wide survey be undertaken on the subject mentioned in the
title of the paper. The note includes the purpose of the survey, the sample design and size,
the questionnaire, and expected outcome(s). Accordingly, the author of this note, in
association with a group of Research Assistants, reviewed some of the relevant literature,
conducted case studies to develop questionnaires and reviewed national level data to get
insights into sampling design. A paper titled “Estimating the number of MFI clients
moving above US$ 1 a day threshold: review of information sources and a proposal on
method of estimation”, has also been submitted as output of the previous exercise, which
provides additional background information to this note. Subsequently, a draft Concept
Note was submitted on 1st October, following which there was a teleconference with
Mark Schreiner (3rd October) and a meeting of the Expert Panel was held on 5th October
2008 in Dhaka. This is a final draft incorporating suggestions made in the two exchanges
and the consensus arrived during the Meeting of the Expert Panel.
