Abstract | This paper reviews a range of issues that affect the availability of and demand for competitively priced and appropriately trained labour for export businesses in Botswana. On the supply side, the focus is on the availability and costs of labour. The following issues are investigated: the overall influence of the public sector on private sector employment, the actual and projected impact of the AIDS epidemic, the role of immigration, and education and training provision. With respect to demand, the paper looks briefly at the specific skills and labour profiles demanded by different scenarios of export growth. In addition, the role of government regulation is reviewed, in particular the impact of the minimum wage and the role of work permits and immigration regulations. |
