Series Information
The Household Income Expenditure Survey (HIES) was the fourth survey conducted. The first survey conducted was on income of households, the Rural Income Distribution Survey (RIDS) in 1974/75. RIDS focused on rural households income, and was extended to all regions i.e. cities/towns, and urban villages. HIES was also a comparative report for the 1993/94 and 2002/03 surveys.
Abstract
The Household Income Expenditure Survey (HIES) was carried out to provide up to date information on household incomes and expenditures as well as to update the existing benchmark statistics required in monitoring and development planning. While planning for the survey a Reference Group (RG) was constituted. It comprised of various stakeholders amongst Government, private sector and civil society in order to have a wider consultation.
Further improvements were made to collect data on other socio- economic characteristics in addition to incomes and expenditures. The survey was conducted by The Central Statistics Office (CSO) and was planned on the basis of 12 survey rounds spanning from June 2002 to August 2003.The objectives of the HIES were:

1. To determine the household consumption and expenditure patterns for cities, towns, urban villages, and rural areas in order to revise the weights and basket of current consumer price index (CPI).
2. To determine the sources of household incomes, and provide information on the extent of the inequality.
3. To provide information on demographic and social-economic characteristics of households.
4. To provide income/consumption data to update the Poverty Datum Line (PDL).
5. To generate statistics on products consumed in order to understand consumer demand in Botswana.
6. To provide baseline data on household characteristics, updating and benchmarking of economic aggregates such as private final consumption in national accounts.

Sampling Procedure
The Household Income Expenditure Survey (HIES) was administered to a representative sample of households. The frame for the HIES 2002/03 consisted of 4,114 Enumeration Areas (EAs) being the total number delineated during the 2001 Population and Housing Census. The survey did not cover the Central Kgalagadi Game Reserve, Okavango Delta and Institutions due to logistics.
The level of stratification was divided into cities/towns, urban villages and rural areas. The survey used a stratified two-stage probability sample design for the selection of the sample. At the first stage 288 enumeration areas were selected with probability proportional to size (PPS). At the second stage 6,053 households were systematically selected from a fresh list of occupied households prepared at the beginning of the survey's fieldwork (i.e. listing of households for the selected EAs) with 2,826 from urban cities/towns, 1 763 from urban villages and 1,464 from rural areas. A sample size of 6 053 households translated into an estimated coverage of 25,069 persons.
Response Rate
The household income expenditure survey completed 6,053 households out of 6290 selected households, resulting response rate of 96 percent.

Data Collection Notes
There were two questionnaires administered for this survey, namely the "Household Questionnaire" (Book 1) and the "Daily record" (Book 2); Book 1 captured information for the usual members of the household who were expected to spend at least 15 days of the survey month with the household; Book 2 captured daily household expenditures, receipts, own produce consumed and business transactions. It was administered daily to the households for the duration of the survey round (one month).
