Agricultural Censuses are activities of a national scale, which allow acquiring information for the analysis of processes significant for agriculture and creating the development projects for the future. Economically stable countries, where agriculture plays important role, organize such censuses on regular basis.
During the first independence in Latvia six agricultural censuses were carried out:
Agricultural Census 1920, which was carried out together with first Population Census;
Agricultural Census 1923;
General Agricultural Census 1929;
General Census of Sown Areas and Livestock of 1935;
Agricultural Census 1937;
General Agricultural Census 1939 – the widest, data of which were not fully compiled, because the process was interrupted by the war.
After the war, when Latvia was part of USSR, separate Census of Sown Areas of Agricultural Crops, Cattle Census and Orchard Census were organized.Because of the financing granted by the government, methodological support of the international experts, in 2001 in Latvia it was possible to carry put Agricultural Census, which was the first agricultural census carried out after Latvia regained the independence. As during that time period the aim of Latvia was to become the Member State of the European Union and in the meantime successful development of the agricultural sector, when developing the methodological programme of the Agricultural Census the requirements of the European Union (EU) legislation and needs of local information users were taken into account.The aim of the Agricultural Census 2001 was to acquire wide range of information on the number of farms, land use, number of livestock and poultry, buildings and machinery in farms, production and social infrastructure, employed in farms, auxiliary activities of the farms, as well as to find out the specialisation and economic sizes of farms.The requirements of the EU legislation lay down that Member States should carry out the Agricultural Census every 10 years, but in the time period between the Censuses once in two years Farm Structure Survey should be carried out. In Latvia Farm Structure Survey was carried out in 2003,2005 and 2007. In compliance with the European Parliament and Council Regulation, the FSS 2010 was conducted in the form of a Census. This being the second Agricultural Census, it was to be followed in the following decades by the Farm Structure Survey in 2013 and 2016.

Abstract
In accordance with the requirements of European Parliament and Council Regulation (EC) No 1166/2008 Central Statistical Bureau in 2010 in Latvia carried out Agricultural Census and Survey on Agricultural Production Methods.The survey was conducted to acquire comprehensive and topical information on situation in agriculture of Latvia.This information will be used for analysis of situation in Latvia, as well as for further planning and implementation of EU Common agricultural policy. The implementation of this survey will allow to acquire information on land use, number of agricultural animals, organic farming systems, agricultural structures and technical machinery and equipment used in farms, employed in agriculture, economic activities, as well as on soil treatment methods used, soil fertility preservation activities, animal housing and manure storage facilities, and on irrigation methods used in farm.

The Agricultural Census included agricultural holdings AA in which comprised 1 ha or standard output (SO)i of which exceeded 70 EUR regardless the area. 20 thousand of these holdings were included in the Survey on Agricultural Production Methods.

Sampling Procedure
The Agricultural Census was organised by the CSB in cooperation with the Latvian Rural Advisory and Training Centre (LRATC), RSS and local governments of the counties.In Agricultural Census information on farms managing more than 1ha of agricultural land was obtained, of which 20 thousand farms were included in Survey on Agricultural Production Methods. The farms are sampled by their economic size and specialisation.Farms included in the Agricultural Census were selected from Statistical Farm Register of the CSB, considering their economic activity and specialisation. Economic activity of the farms is characterised by the standard output (SO). Unit standard output of crop or livestock production sectors is value of production obtained from one crop hectare or one livestock unit, evaluated at prices of corresponding region and converted to euro. Agricultural Census included all farms SO of which exceeds EUR 70.
Response Rate
Information on 2.9 thousand or 3.1% of farms was not obtained, because respondents were not met or refused to give information.

In Agricultural Census new data collection methods were applied: laptop computers were used in the interviews, telephone interviews were organised, as well as respondents had an opportunity to fill in the questionnaires on the Internet with the help of the new system CASIS CAWI.
With an aim to reduce the costs of Agricultural Census information acquisition, the survey was organised in several stages:
In April and May CSB interviewers surveyed representatives of the farms, who applied for the EU area payments in Regional Agricultural Boards of the RSS;
from July to September the Latvian Rural Advisory and Training Centre (LRATC) interviewers carried out interviews in farms;
starting from the middle of July it was possible to submit Agricultural Census information in electronic form;
from July to the end of October part of the farms was surveyed by telephone.
With an aim to reduce the respondent burden and time of the interview the administrative data sources were used. The Agricultural Data Centre (ADC) provided information on number of cattle, sheep, goats and horses on holdings, but information on rural support payments for holdings was acquired from the Integrated Administrative Control System of the Rural Support Service. For data comparison also the ADC data base of agricultural holdings dealing with the organic farming and the State Revenue Service (SRS) data base on number of employees engaged in agricultural business were used.
