Central Bureau of Statistics function to provides the data necessary to the construction sector and region. In the framework of regional development, the data relating to the potential of an area is a major input into consideration policy makers and planners, when making priorities. At the level of the lowest administrative area, information about the potential of a village / sub role and function to in the planning, monitoring and evaluation of rural development / urban comprehensive and integrated. For example, in the context of poverty alleviation programs, the data Village Potential (Podes) is used to identify the backward villages of suspected areas inhabited by the poor.

BPS has been taking notes on the potential of an area of rural / urban, known as Podes, since 1980 in conjunction with the implementation of the Population Census 1980. Further data collection Podes performed in conjunction with the holding of a census. In the past 10 years, data collection Podes done 3 times, which is in conjunction with the implementation of the Population Census, Census of Agriculture, and Economic Census. In the decade 1990-2002 PODES data collection than is done in conjunction with the implementation of the census, also conducted in 1994 and 1995 with respect to Instruction program Underdeveloped Villages (IDT).

As part of a series of activities, in the Census of Agriculture, 2003, Podes data collection activities will be implemented again in August 2002. Data Podes ST2003 along with the results of Agricultural Census 2003 will be used as materials for preparing small area statistics (small area statistics) that is a continuation of the preparation of small area statistics that have been compiled based on the data previously Podes SP2000 and 2000 Census results.

ST2003 Podes enumeration was conducted on the entire village or villages across Indonesia. In addition to the village or villages, that are also enumerated in This ST2003 is a Podes Transmigration Settlement Unit (UPT) or Transmigration Settlement Unit (SPT) and Community Settlement Isolated (PMT). UPT / SPT and PMT that enumerated include UPT / SPT and PMT that located in the management of each department or agency concerned builder.

Sampling

Sampling Procedure
PODES data collection done by census (complete enumeration). Enumeration is done through direct interviews by enumerators (PCL) to the village chief / headman or designated staff. Enumeration made two (2) copies, one (1) copies sent to BPS Regency / City and 1 (one) double again as Archives in villages / wards.

PCL is a Mantri statistics officer or other officers that have been trained that number is adjusted to the needs / field conditions. A PCL chopping about 6 (six) villages. Staff BPS Regency / City act as supervisors and examiners (PML). A PML oversees about 4 (four) PCL.

Just as Podes SP2000 ago, editorial and data recording Podes ST2003 done in BPS / municipalities. After checking the completeness and fairness of the data (clean data), then sent to the BPS Province. Recording the result file merging data from BPS Regency / City in BPS Province. After checking the completeness and fairness of the data between the district / city, then sent to the BPS (Sub Regional Resilience Directorate of Statistics, Statistics Directorate of Social Security). The software will be used to data processing (recording and checking reasonableness) prepared by BPS. Podes data processing officer in BPS BPS provincial and regency / municipality will be trained specifically according to the schedule.
