The survey is one of a number of Country Poverty Assessment studies undertaken under the auspices of the Caribbean Development Bank to assess the social and economic conditions of the the Caribbean populace. The CPAs had three components namely a national survey of living conditions (SLC) and household budgetary survey (HBS),a participatory poverty assessment (PPA) and an institutional assessment (IA). The datasets provided are from the survey of living conditions.
Abstract
The Country Poverty Assessments have several components including a survey of living conditions. This documentation is of the survey of living conditions and is taken from Country Poverty Assessment - Dominica Volume 1 Main Report, prepared by KAIRI. This survey was designed to collect data on living conditions in Dominica. The comprehensive Survey of Living Conditions (SLC) combined with a survey of household income and expenditure, sought to collect information from households on their buying habits (expenditures), income and other characteristics. This information was then used to relate the expenditures and income patterns of consumers (households) to the socio-demographic and other characteristics of those same households. The Survey of Living Conditions (SLC) questionnaire was administered to a systematic, stratified random sample of 877 households representing 2,673 individuals, throughout Dominica.

Notes
The scope of the survey included:
- housing characteristics including tenancy, housing structure, fuel, water and sanitation
- household listing and and characteristics including demographic and economic characteristics of persons living in the household;health including disability, education, recreation and leisure; and migration
- household expenditure including food spending, consumption of home production, other recurrent household expenses, clothing, travel and transportation, education and health, recreation and leisure, housing and household furnishing, and other spending;
- household income from employment, businesses, support from family, friends and government and pensions.

Sampling

Sampling Procedure
A systematic stratified random sample was selected for this survey. The sample was selected from the Household Registry, a sample frame, based on a listing of block and parcel addresses for all of the islands completed in November, 2006. A sample interval based on the address list was determined and a random number generator was used to determine the random start address. In some areas, oversampling, by reducing the sample interval assigned to the EDs, was done to increase the reliability of the estimates of population parameters derived from the sample.
Response Rate
The response rate was 69.2% with 99.8% of those responding completing the diaries.

Enumerators were required to visit each household on at least three occasions and households were asked to provide information on all members, irrespective of age.Spenders - person 18 years of age or over or an employed person irrespective of age- in the household were all asked to complete a jogger and diary of expenditure in addition to the basic survey instrument.
