Abstract
The structure of the Afghan Government is unitary; all political authority is vested in the Government in Kabul. Afghanistan, with a per-capita income of US$ 1,082, is ranked 175 out of 186 countries in the Human Development Index. Afghanistan’s poverty level continues to remain high, with 42% of the population living below the poverty line and overall unemployment rate estimated at 46%. The status of Afghan women is one of the lowest in the world. The Gender Inequality Index for Afghanistan at 0.712 is ranked 147 out of 186 and 87% of females above 15 are illiterate. 46% of the population is under 18 years of age, with a life expectancy 62 years. Only 57% of the population has access to safe water sources and 31% has access to sanitation.
