Abstract
The purposes of the study were to determine the extent of performance of the field level workers in Social Safety Net Programmes (SSNPs) and to find out the relationships between the performance of the field level workers in SSNPs and their selected characteristics. Data were collected from 70 field level workers by whole sampling methods from five Upazilas namely Itna, Mithaiman, Karimgonj, Tarail and Nikli under Kishoregonj District. A pretested and structured interview schedule was used to collect data from the field level workers during the period of 6 October to 6 November, 2013. The performance of the field level workers in SSNPs was the dependent variable of the study. Three methods such as self rating, supervisor rating and beneficiary rating were used to measure the performance of the field level workers. To measure the performance, 20 job responsibilities relevant to performance of the field level workers in SSNPs were selected. According to self-rating method each of the field level workers were asked to indicate their extent of performance against a five point rating scale such as excellent, good, fair, poor and very poor performance and the corresponding score of 5, 4, 3, 2 and 1, respectively. Based on the supervisor rating method respective officers of the selected offices working on SSNPs were asked to provide their opinion about the performance of the field level workers. Similarly, beneficiaries of the SSNPs were asked to provide their opinion (beneficiary rating) about the performance of the field level workers. In beneficiary rating method one beneficiary was selected for measuring performance for one selected field level worker. Finally, average scores of these three methods were calculated as the overall extent of performance of the field level workers. Therefore, the possible average score of the overall performance of a field level worker in SSNPs ranged from 20 to 100. Twenty (20) indicated the very poor performance and 100 indicated excellent performance. The observed average overall score was ranged from 45-81. Twenty independent variables, however, were measured by using suitable scales and techniques. Pearson’s Product Moment Correlation Coefficient (r) was used to explore the relationships between the dependent and independent variables. The findings indicated that highest portion (54.29 percent) of the field level workers had fair performance and 45.71 percent had good performance. Out of twelve selected characteristics, the field level workers’ age, level of education, time allocation, training exposure, extension media contact, knowledge and awareness in SSNPs showed significant positive relationships with their extent of performance in SSNPs. Incase of field level worker’s household size showed negative relationships with their extent of performance of the field level workers in SSNPs. On the other hand, annual family income, organizational participation, relationship with senior officer, and social mobility had no significant relationships with their extent of performance in SSNPs.
