Abstract
Recently, Flexicurity, as a new model of the labour market has raised a great interest among scientists,
professionals, workers and employers and many others. Flexicurity, a new term that consists of two words:
flexibility and security, has gained a significant importance in the labour market reforms. Flexicurity is
incorporated in many labour market strategies such as the European Union’s Lisbon Agenda and different
national strategies. The first part of the paper presents the concept, importance, origins and elements of
flexicurity, while the second part introduces some indicators and characteristics of the labour market in Kosovo
as well as the level of application of flexicurity model in Kosovo. From the observation made, it appears that the
labour market in Kosovo is quite flexible, which means that an important component of flexicurity is
accomplished, while other components such as lifelong learning, social security, active labour market policy
and social dialogue are very weak points of flexicurity implementation in Kosovo.
