This volume of essays, like the three earlier reports in this series,
is the result of an exceedingly fruitful collaboration between
the Woodrow Wilson International Center for Scholars and the
Fellowship Fund for Pakistan, a Karachi-based charitable foundation.
The editors of this report are deeply indebted to Munawar Noorani,
FFFP chairman, and to the other members of the foundation’s board of
trustees and advisory council for their generous support in helping the
Wilson Center in its efforts to encourage informed discussion of the
challenges facing Pakistan in the early years of the 21st century.
The editors also wish to thank the individuals whose essays appear
within these pages, many of whom hold senior positions of responsibility,
yet were wonderfully willing to steal moments from their weekends
and other personal time to respond to the queries and entreaties of the
editors. Without their unstinting and invariably cheerful cooperation,
this volume could not have been compiled.
Some, though not all, of the essays appearing here were first written
for a Wilson Center conference in June 2007. The editors wish to
