Abstract
We explore the nexus between poverty, inequality, and economic growth in Indonesia between 2002 and 2012, using several pro-poor growth concepts and indices to determine whether growth in this period benefited the poor. Our regression-based decompositions of poverty into growth and redistribution components suggest that around 40% of inequality in total household expenditure in Indonesia was due to variations in expenditure by education characteristics that persisted after controlling for other factors. We find that economic growth in this period benefited households at the top of the expenditure distribution, and that a ‘trickle down’ effect saw the poor receive proportionately fewer benefits than the non-poor. If reducing poverty is one of the Indonesian government's principal objectives, then policies designed to spur growth must take into account the possible impacts of growth on inequality.

Penulis menelaah hubungan antara kemiskinan, ketimpangan, dan pertumbuhan ekonomi di Indonesia antara tahun 2002 dan 2012 dengan menggunakan beberapa konsep pertumbuhan yang berpihak kepada orang miskin dan indeks untuk menentukan apakah pertumbuhan dalam suatu periode bermanfaat bagi orang miskin. Berdasarkan uraian hasil regresi tentang kemiskinan serta komponen redistribusi yang penulis lakukan, dapat disimpulkan bahwa sekitar 40% ketimpangan pada belanja rumah tangga total di Indonesia disebabkan oleh variasi dalam karakteristik belanja pendidikan. Penulis menemukan bahwa pertumbuhan ekonomi di periode ini bermanfaat bagi rumah tangga pada tingkat distribusi pengeluaran tertinggi dan bahwa efek ‘menetes jatuh’ (trickle-down effect) diwarnai kondisi di mana penduduk miskin menerima manfaat yang lebih sedikit secara proporsional dibandingkan penduduk tidak miskin. Apabila penurunan kemiskinan adalah salah satu tujuan utama pemerintah, maka kebijakan untuk menaikkan pertumbuhan harus dilakukan dengan memperhitungkan dampak pertumbuhan yang mungkin terjadi pada ketimpangan.
