This research work consists on the analysis of the effects of applying safeguards as a
commercial policy, and how this affects the deficit in the balance of payments. The goal is to
learn the different factors that impact the importation of several products for internal
consumption.
In this context, this work details the regulations and standing legal procedures, at a national,
subregional and regional level, taking Resolution No. 011-2015 of the Ministry of Foreign
Trade as a reference point, which came into power on March 11th, 2015.
In this way, Ecuador has begun promoting commercial policies to limit currency outflows due
to external situations such as the drop in oil prices, Ecuador’s main export product, and the
appreciation of the dollar, which makes Ecuadorian imports less expensive and its exports
more expensive, thus making Ecuador less competitive in the international market.
The results of this study show that the State has managed to reduce the importation of
different materials used for production, but at the same time, it has caused many problems for
local companies, as the internal demand does not satisfy the national market.
