Based on the new concept of human security as adopted by the UNDP which considers both
national as well as personnel security, including freedom from poverty, access to food and health
care, this research has been articulated. It used various ways and means of collecting primary
data, examining the World Bank, WHO, and UNDP, PCBS reports and their data bases, and other
related Palestinian laws. In addition to interviewing of the related staff working in central and
local governments to clarifying some aspects related to the issues presented in this paper. The
study found that there are some positive aspects of Palestinian human security. For
example there is an increasing transfer of compensations coming to PNA by employees
who are working abroad. Increasing the ratio of total deposits in banks to the GDP, about
a half of the Palestinians enjoying free health insurance programs offer by the UNRWA and the
PNA budget, about 88.2% of the Palestinian households connected to water networks, and free
and compulsory education up to ten grads. On the other side there are negative aspects of
Palestinian human security such as the high unemployed rate, the average annual deficit
of Palestinian budget is increasing, no control on the revenues paid by the Palestinians as
customs fees, VAT, purchasing tax, oil fees and other taxes, which are under control of
the Israeli occupation and both internal and external debt of PNA are increasing.
