    Series Information

    The World Bank Group Country Opinion Survey Program systematically measures and tracks the perceptions of the World Bank Group’s clients, partners, and other stakeholders across the globe in client countries. The Strategic Insights Group surveyed 29 countries in FY2012 (July 2011-June 2012), 41 countries in FY2013 (July 2012-June 2013), 42 countries in FY2014 (July 2013-June 2014), 35 countries in FY2015 (July 2014-June 2015), 45 countries in FY2016 (July 2015-June 2016), 35 countries in FY2017 (July 2016-June 2017), 39 countries in FY2018 (July 2017-June 2018), 42 countries in FY2019 (July 2018-June 2019), and 21 countries in FY2020 (July 2019-June 2020). In FY2021, surveys were conducted in 36 countries. Nearly all of the World Bank Group’s client countries are surveyed in every three year cycle.

    Abstract

    The Country Opinion Survey in Croatia assists the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Croatia perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in Croatia on 1) their views regarding the general environment in Croatia; 2) their overall attitudes toward the WBG in Croatia; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Croatia; and 4) their perceptions of the WBG’s future role in Croatia.

    Sampling Procedure

    From April to July 2021, 697 stakeholders of the WBG in Croatia were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey. Participants were drawn from the Office of the President, Prime Minister; office of a minister; office of a parliamentarian; ministries/ministerial departments/implementation agencies; Project Management Units (PMUs) overseeing implementation of WBG projects; consultants/ contractors working on WBG-supported projects/programs; local governments; independent government institutions; the judicial system; state-owned enterprises; bilateral and multilateral agencies; private sector organizations; the financial sector/private banks; NGOs and community based organizations; trade unions; the European Commission, youth groups; academia/research institutes/think tanks; the media; and other organizations.

    Response Rate

    Response rate was 22%.

    Weighting

    The results in this year’s Country Survey were compared to those in the Country Survey conducted in FY’18 (response rate was 28%, N=143). Comparing responses across Country Surveys reflect changes in attitudes over time, but also changes in respondent samples and changes to the survey instrument itself. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed. To reduce the influence of the former, the samples are usually weighted to have equivalent stakeholder groupings, allowing for more statistically reliable comparisons. However, in Croatia, the two samples had somewhat different stakeholder compositions: in FY’18, there was a higher number of respondents from the private sector (12.3%) and the media (6.9%), while in FY’21 – from the local government (8.6%) and civil society (15.8%). Weighting such a discrepant sample can create statistically unreliable samples, so for this reason, the year comparisons included in the FY’21 COS report are based on unweighted data. One should keep in mind these differences when interpreting the results.
