    Abstract

    Household living conditions in Yemen have been changing rapidly, prompting need for agile monitoring. Almost four months after the first round of a survey monitoring food insecurity and employment of the Yemeni population, the World Bank implemented a second round of this monitoring survey between January and March 2023. The survey seeks to update understanding of food security and stresses to Yemeni livelihoods. It tackles four themes: food insecurity, displacement, access to water and electricity, and coping strategies. The survey draws on a probability sample of 1,455 respondents, 711 of whom are based in rural areas, while 467 and 277 are living in urban and semi-urban areas respectively.

    The World Bank provides technical and financial support to countries to help fight. One area of support is for data collection to inform evidence-based policies that may help improv. Towards this end, a phone survey of multiple rounds is implemented in Yemen. The second round of data on Yemeni households was collected between January and March 2023. It provides household and individual level information on food insecurity and vulnerability in Yemen.

    Sampling

    Sampling Procedure

    The survey draws on a probability sample of adult Yemenis (age 18 and older) with mobile phones proportionately spread across 21 governorates based on the latest population projections. The sampling relies on a random digit dialing in 21 independent strata (governorates), where quotas were pre-specified to provide a representative sample. The RDD uses the range of valid numbers, with up to seven attempts when a phone number was not reached - that is, the call unanswered, not picked up, picked up but unable to complete the interview at that time.

    Deviations from the Sample Design

    The survey achieved target sample sizes in excess in 9 of 21 governorates; but due to unstable or limited network coverage, the achieved sample failed to reach the target in the remaining 12 governorates.

    Weighting

    To adjust for the initial survey design and distortions introduced by failure to achieve target sample sizes, we constructed household and individual survey weights, relying on a raking approach with the 2017 population estimates as the reference data source.

    Questionnaires

    The questionnaire of the second round drew on World Food Program’s food insecurity questions and on modules on water and energy from standard household surveys fielded by the World Health Organization. It was designed and dispensed in Arabic. The questionnaire includes the four sections: - food insecurity, - displacement, - access to water and electricity, and - coping strategies.

    Supervision

    Mindset organized supervision using interval recording and random call back of a sub-sample. There were 13 data collectors and one office supervisor

    Data Collection Notes
    1. Organization of the fieldwork: The survey team consisted of 13 enumerators and 1 supervisor. The questionnaire was implemented using Survey CTO's CATI capabilities. Data were collected by trained MINDSET enumerators who individually made phone calls from a call center. Data from completed and partially completed interviews were synchronized every day. 3. Respondents: The survey had one respondent per household, who was a knowledgeable adult household member or the head of the household. The respondent may still consult with other household members as needed to respond to the questions.
