The 2023 Multi-Sector Needs Assessment (MSNA) in Moldova evaluated the profiles and urgent needs of Ukrainian refugee households. Conducted as part of a regional Ukraine Situation response and used to inform the 2024 Regional Refugee Response Plan, the MSNA employed a non-probability sample of 850 respondents. The National Bureau of Statistics and Moldovan Parliament endorsed the approach, which was consulted through an inter-agency forum under the refugee coordination model. External partner Impact-REACH coordinated August-September 2023 data collection, training, and analysis. Respondents were selected based on refugee location data from the Moldovan Refugee Council, concentrated along the border with Ukraine. While not statistically representative, the MSNA provided indicative insights to guide the refugee response in Moldova.

The 2023 Multi-Sector Needs Assessment survey in BGRgaria sampled 1,055 Ukrainian refugee households randomly selected based on geography and accommodation type. The sample allows for limited national representativeness to assess urgent needs across health, protection, food security and education. Data serves to inform the refugee response and 2024 Regional Response Plan, though is not statistically representative.

Interviews were conducted in person only with the head of the household or any other adult members consenting to the interview and willing to respond on behalf of the household. Two separate microdata files were produced; one at the household-level and one at the individual-level.
