    Series Information

    This half-yearly sample survey was initiated in September, 1972 by the Department of Labour in pursuance of a UNDP/ILO project for the development of Labour Statistics. Since then the survey has been regularly conducted for the collection of data on earnings, hours of work and related matters for March and September of every year from a sample of establishments with 5 or more paid employees. The Sample Survey of Establishments on Employment, Earnings & Hours of Work - March/September, 1974 is the third in the series.

    Abstract

    This half yearly sample survey was initiated in September, 1972 by the Department of Labour in pursuance of a UNDP/ILO project for the Development of Labour Statistics. Since then the survey has been regularly conducted for the collection of data on earnings, hours of work and related matters for March and Septemberof every year from a sample of establishment s with 5 or more paid employees.
    The survey covers a sample of larger establishments with 5 or more paid employees engaged in productiove, distributive, construction, transport, storage and other business activities like finance, insurance business services, etc; which come under the broad definition of "Industries". It covers both private and public sectors. The public sector coverage is limited to Boards, Corporations and Co-operatives and Government Departments like the Department of Buildings, Marketing, the Government Factory and the Railway Workshop, which are engaged in the types of activities mentioned above. The bulk of the public services, ie, Government Departments, Offices, Schools, Hospitals etc; are not considered in the survey as they do not come under the definition of "Industries".

    Sampling

    Sampling Procedure

    A probability sample of about 1500 establishments is selected every year for the survey from 12000 establishments which furnish returns under the Annual Employment Survey. The sample design is based on the principle of stratified cut-off random sampling.
    First universe is divided into 22 industry-strata and each industry-stratum is sub divided into several size-strata. In an industry stratum all establishments above a particular size (defined as the cut-off point) are included in the sample and suitable fractions are sampled from lower size strata, such that the total sample will be optimum in size, ie. roughly about the smallest needed to give estimates with a pre-determined degree of precision which was fixed at 5% error at 95% confidence interval for total unemployment.

    The details of the sample surveyed in 1974 are given in the following Table 1 of the of the statistical Appendix of the attached Report in the External Resources Section

    Data Collection Notes

    The survey had to face many practical difficulties mainly inadequate of staff and equipment. The field work took long time to complete, field supervision and spot checks on the quality of primary data were limited and editing lagged behind field work.
