<span class="h2">7.2 General considerations</span>
<br />Before addressing the criteria and specific instructions for filling out the Occupational and Employment Questionnaire (OEQ), you should understand the main groups into which the information compiled in this questionnaire is classified. The next summary table shows these classifications:

<p>When obtaining information about the population's economic activities, the survey, for statistical purposes, takes 12 years of age as a minimum, but does not establish a maximum age, as shown in the chart above. Starting with this universe, a basic partition is established, which consists of distinguishing the economically active population from the non-economically active population. The following tables show this distinction more clearly:</p>

<p><span class="ital">Employed population.</span> Refers to people who state that during the week they perform some type of economic activity or have a job. The employed population covers two situations:</p>
<div class="i1">- People who worked for at least one hour or one day during the week prior to the interview in their own company or as subordinates, with or without remuneration.<br />- People who are temporarily absent from their job or business, but do maintain an employment connection with it.</div><span class="ital">Unemployed population.</span> People who, while not employed during the reference week, actively sought to join some economic activity in the period of the last month through the date of the interview. This population is divided into:</p>
<div class="i1">- With work experience.<br />- Without work experience.</div><p>Non-Economically Active Population, available to work. People who did not work during the reference week, or have a job, or actively seek one, as they thought they did not have an opportunity to find one, but are interested in working. This population may or may not have work experience.</p>

<p>Non-Economically Active Population, not available to work. People who did not work during the reference week, or have a job, or actively seek one, and had no need or interest in working. This population may have work experience or not.</p>

<p>Throughout the manual, some of the activities listed will be addressed again to delve further into the criteria to follow to obtain the information.</p>

<p>Instructions:</p>

<p>Taking into consideration that the first three questions may seem repetitive to the informant, in exceptional cases, when they have already given you the information, don't ask them verbatim in order to avoid tiring them and risking the interview.</p>

<br />This question is asked of members of the household aged 12 years or older to identify those who performed an economic activity during the reference week.

<p>Conceptual clarifications:
<br />A person should be considered to have worked in the reference week only if the person dedicated at least one hour, during that period, to performing an economic activity.</p>

<p>Instructions:
<br />- Reference period. When asking the question, emphasize the text related to the reference week and the minimum time spent (one hour), this is</p>

<p>extremely important because it places the interviewee in the key conditions to define their employment status.
<br />- Consider a person to have worked during the reference period if they state that they went to work at any or all the jobs they have, if they have more than one. Regardless of whether or not they worked in what is considered their main job. Remember that the purpose of this question is to know only if the person worked or not.</p>

<p>Example:</p>
<div class="i1">Karina didn't work at her main job during the reference week, but did so on the weekend at what is considered her secondary job: self-employed vendor of cell phones at an improvised stand.</div><p>- Trade workers (carpenters, locksmiths, stylists, launderers, barbers and hairdressers, plumbers) and professionals. Consider a person to have worked in the reference period as long as they have an establishment to which they went with the intention of working, even if they did not have any clients.</p>

<p>Examples:</p>
<div class="i1">- Eustaquio has a locksmith shop, opened his business during the week before the interview, but no clients hired his services. He is considered to have worked during the reference period because he has a site that has the necessary facilities for work.<br />- Alex is a therapist, despite the fact that he opened his office the entire week, he had no patients. He is considered to have worked during the reference week because he has a site to which he went with the intention of working.<br />Consider them not to have worked if they lack an establishment or site, even if they have stated they were waiting for someone to hire their services by telephone or visiting them where they are (private home or in a public space). As they do not have an establishment, they are cataloged as job seekers, not as employed.</div><p>Examples:</p>
<div class="i1">- Ceferino is a plumber, during the reference week he stood on a corner waiting for someone to hire his services, but had no success. He is considered not to have worked, even though he was seeking work.<br />- During the reference period, Concepción was waiting at home for someone to call her on the telephone to hire her services as a masseuse, but no one called. She is considered not to have worked in the reference week.</div><p>In this situation, go to the next question to determine their status as unemployed or inactive, as applicable.</p>

<p>Additionally, in the case of independent workers, in order to determine whether or not they worked during the reference week, consider the following:</p>

<p>1. They did work if they state they were engaged in performing supplemental or maintenance activities for the optimal development of their economic unit.</p>

<p>Examples:</p>
<div class="i1">- The taxi driver who spent time repairing his own economic unit.<br />- The farmer who spent time during the reference week repairing and maintaining his work tools, repairing fences, digging irrigation dams.<br />- The merchant who only spent time during the reference week remodeling his shop.<br />- The contract manufacturer (pieceworker) who during the reference period spent time installing the machinery and equipment necessary, after changing his business location.</div><p>2. They did not work if they state that their economic unit did not operate during this period and if it did, they remained apart from performing activities related to its operation.</p>

<p>Examples:</p>
<div class="i1">- The taxi driver who did not work for the entire week because his vehicle was in the mechanic's shop.<br />- The merchant who during the period spent time exclusively running personal errands.<br />- The merchant who, while others made repairs to his shop, went on vacation.</div><p>Sequence to follow.
